Speaker approves 48 ministers to be appointed to the national government 

At the Parliament today to the suggestion made by the Prime Minister Ranil Wickremasinghe to
the honourable speaker Karu Jayasuriya that in order to made a national government between the Sri Lanka Freedom Party and the United National Party a maximum number of Ministers have to be appointed.

It was agreed upon that there should be 48 Ministers that need to be elected to form a national government.

In terms of the amendment passed to the 19 amendment to the constitution of the government to the parliament the number of Ministers had to be increased from 30 to 48 and the deputy Ministers from 40 to 45.This proposal was made today.

At that moment the leader of the JVP Anura Kumara Dissanayake stood up and opposed to it and said how this would be a national government.

R,Sambandan, Vasudewa Nanayakkara, Nimal Siripala de Silva and Chandrasiri Gajadeera stood up and commented on their views
.
Owing to this conflict situation the Speaker had to adjourn the house by allowing 10 minutes to calm down .The Speaker then said that the most number of eats had been won by the UNP and the rest of the parties who won seats would be combined to form a national government.

Three youth nabbed at twin sister's Nugegoda residence

Night-time cupid display of Nugegoda twin sisters on top floor .... unknown to parents!

An incident is reported where three young men had come to a house during night hours where two twin sisters studying at a well-known international school in Nugegoda were living and had engaged in misconduct unknown to the girls' parents as a result of which the police had come on the scene day-before-yesterday (31) at about 2 in the morning and had accosted the youth.

Neighbours have seen in the moonlight these young men clinging on to a branch of a tree in an adjoining and land jumping into a balcony of a two-storeyed house situated in Nugegoda itself and have even seen them entering the room where the female students were. The witnesses had then called the 119 emergency number and informed them thinking that they had seen thieves entering this neighbouring house. A team accompanied by a sub-inspector of Kohuwala Police had come on the spot in a short time and had rung the bell in the house. In that instance the the elderly couple in the house had opened the door and had obviously inquired as to what reason hey had come there for. As the couple had spoken as if they were not aware that thieves had entered the house, the police were baffled and had asked whether they could inspect the house to which they had answered in the affirmative and then the police proceeded towards the top floor where the two students were and on trying to open the door, found it locked. Later the police had knocked on the door but those inside had not opened the door. Subsequently with the permission of the house owner the police had broken open the door and were taken aback by what they and everyone there were to see. What they were to see were factors that pointed to the fact that the two twin sisters had got down three young men into this room in the mansion on the sly and were enjoying ganja and liquor with their clothes removed too and were behaving in an indecent manner. It was observed that there were three outsiders in the room and that one of them was a foreign young man with a negro look on him. He was later found to be a Kenyan. 

What the parents of the two students said was that they were not aware that these outsiders had come to their house. It was also revealed that two of the three youngsters there were studying together with their daughters in the international school where they too were studying and the other was a friend of theirs.  

The suspected three young men were taken into police custody for having entered the house secretly and were behaving in an absolutely lewd manner taking ganja and liquor. On interrogations by the police it came to be known that these boys had gained entry to the house several days in the same way after school was over, closing the eyes of these parents and had engaged in this same activity.

Anura Kumara Dissanayake Chief Organizer of the Opposition

Today in the parliament after when R.Sambandan  of the ITAK was appointed as the opposition leader,Anura Kumara Dissanayake, the leader of the JVP had been appointed as the Chief organiser of the opposition.

The Tamil National Alliance had obtained 16 seats while the JVP had secured 06 seats.Hence after the leader of the opposition was chosen as R.Sambandan no had been interested from the UPFA. In this contest Anura Kumara Dissanayake had been appointed to this post.

According to the results JVP has been placed in the third position after the UNP and TNA sand UPFA who had not requested for these posts.

Court orders blood samples of the 09 gang rapists of Vithya to be taken for DNA reports

A court order has been issued to take blood samples of the nine gang rapists who are suspected in raping and killing the 17 year old Shivayoganathan Vithya of the Jaffna Punkutivu Maha Vidyalaya.These blood samples had been sent to a private laboratory for testing


This case had been heard on the 1st instant at the Kayts Magistrate courts. The Magistrate S.Lenin Kumar had given this order.

The Magistrate had ordered to take samples of blood from all nine suspects and to make DNA investigations. This the Magistrate had ordered to the Police.
The case would be heard on the 13th instant and until they all have been ordered to be further remanded. It is reported that on behalf of three suspects the assistance of three attorneys at law have been taken during the hearing.

Prime Minister calls for an investigation into the killing a leopard at Yala sanctuary 

It is reported that a vehicle had knocked down a leopard in the Yala sanctuary and succumbed to the injuries on the 02nd instant.


Prime Minister in this regard had called for an investigation by the Director General of the Wild life department in this regard.

This accident had occurred on last Sunday at No 1 area of the Yala sanctuary where a 03 year old leopard had succumbed to death owing to injuries caused.

It has been emphasised to draw attention to the speed limits of the Safari Jeeps, the responsibility of the behaviour of the  guides of the Safari vehicles.

The person who sent obscene photos to Sujeewa's mobile phone nabbed 

A person has forwarded to the Colombo district parliamentarian Sujeewa Senasinghe a number of naked and obscene photographs to the mobile telephone of .Sujeewa Senasinghe had made a complaint to the Kollupitiya Police in this regard. 

 The Kollupitiya Police had taken the appropriate follow up steps and had been able to apprehend the culprit.The suspect had been caught and produced before courts.

The person who was produced to Fort Magistrate had admitted the offence and had said he is guilty of the offence. Hence he had been fined rupees two thousand by the Magistrate.

The name of the suspect is Mohamend Fauz.It was proved that from his mobile phone these obscene photos had been sent to the mobile phone of Colombo district Member of parliament Sujeewa Senasinghe.

Samantha Vidyaratna to the FCID today 

The Uva provincial council member of JVP's Samantha Vidyaratna has been summoned to the Financial crimes Investigation unit today the 4th instant to record a statement.

Anura Vidanagamage a Member of the Uva provincial council who also had functioned as the organiser for Sri Lanka Freedom Party of the Mahiyangane electorate had made a complaint regarding a financial fraud committed by Samantha Vidyaratne to the FCID.In this regard to obtain a statement Samantha Vidyaratne had been requested to be present at the Kollupitiya Financial crimes investigation unit to obtain  statement today at 9 a.m.

The vacant seat of JVP to Bimal Ratnayake 

 It is learnt that the seat made vacant with the resigning of the JVP national list Member of parliament  former Auditor General Mayadunne has been awarded to the Bimal Ratnayake.

This decision had been taken last night when the central committee board of the JVP had met.Bimal Ratnayake had contested for the Gampaha seat but had not secured sufficient preferential votes to win a seat in the parliament.

Accordingly one seat from the national list was awarded to Sunil Handunnetti who contested from the Matara district while the other was awarded to Bimal Ratnayake who contested from the Gampaha district..

The scheduled time of swearing in of new Ministers postponed from 11 a.m to 12 noon

The swearing in ceremony of the new Ministers were to be held at 11 a.m at the presidential secretariat.Owing to certain flare ups by the Members of the Sri lanka Freedom Party it had been postponed up to 12 noon. 

The reason had been the swearing in of the Minsters of SLFP had not been finalised and not had come to a conclusion.
It is reported that those Members who to be sworn in selected from the national list  had wanted to meet the President to discuss matters in the morning. After which they had been selected after much deliberation.

Opposition Leader's post on a debate

9.45 a.m.

The Speaker Karu Jayasuriya announced when parliament assembled this morning that member of parliament,  Mr. Sambandan of the Tamil National Alliance has been selected as the Opposition Leader. The fact that Sambandan was to contest on this occasion with Welgama, and the
latter happens to be a member of the SLFP whereas Sambandan represents the Opposition with a majority of 16 Seats of the Tamil National Alliance which then became the reason why Welgama was not eligible to acquire this position.

Decision whether Opposition Leader is Welgama or Sambandan ... today

The Speaker is expected to announce today (3) to parliament as to whom the position of Opposition Leader would be bestowed upon in the new parliament. It is reported that either Kumara Welgama of the Sri Lanka Freedom Party or R. Sambandan of the Tamil National Alliance would get this post.

This position as the Opposition Leader for which is afforded privileges and facilities of a Minister marks the important journey of the parliament. While both parties are suspended on hopes till this morning and when considering the legal aspect in this connection, there is a possibility that Welgama would have to forego this appointment. The reason for it is that he is a member of the SLFP and that in order to establish a government combined with the SLFP and UNP a covenant has already been arrived at in that respect. Therefore, an Opposition Leader emerging as a participant from the same Party of the government is something disagreeable. The JVP as well as the Tamil Alliance has brought this up and what they say is that no room should be left for Welgama to be appointed for the post of Opposition Leader. 

Though 55 members of the UPFA have already suggested that United People's Freedom Alliance MP Mr. Kumara Welgama be appointed for the position of Opposition Leader and had handed over a letter to the President Maithripala Sirisena with their signatures, that letter being handed over to the President it becomes futile because he will not be responsible for a decision on that matter. Since no response to the said communication was received, a copy of the letter was referred to the Speaker, it is reported. 

Since 4 Parties out of the 6 Parties who were chosen and appointed to parliament from the General Election this time and are affiliated to the National Government, the Janatha Vimukthi Peramuna states that it is the Tamil National Alliance that is acceptable as the Opposition and that those Parties are equipped with 16 and 06 MPs respectively. Therefore it is the standpoint of the JVP that under such conditions the post of Opposition Leader does not belong to the UPFA. 

The Speaker Mr. Karu Jayasuriya would be announcing as to whom the post of Opposition Leader would be bestowed upon and if before that occasion the group of members of the United People's Freedom Alliance who hope to remain in the Opposition are to leave their positions from the Alliance and take action to operate as an independent group of the Opposition and would notify the Speaker about such a decision, it would then be possible for Mr. Welgama to acquire the position of the Opposition Leader, it was reported. If such a move is not launched, parliament sources say that in that instance there is a great possibility that the leader of the Tamil National Alliance Mr. R. Sambandan would be elected as the Opposition Leader.

When the names of the new Minsters  and their respective portfolios and duties assigned were announced there were several of them not hear before which made many baffled. This became a talking point among many parliamentarians themselves/Some of which are listed below:

The manner Dayasiri accepted the post of the portfolio of the Minister of sports( video) 

Former United National Party stalwart Dayasiri Jayasekara after having crossed over to the United Peoples Freedom Alliance contested for the Wyamba PC election and was elected the Chief Minister of Wyamba provincial council. In
the lase election he contested for the kurunegala district under the UPFA and was elected to parliament. Despite been a  defector was agreeable for the national government that was formed.

In the new government he was appointed as the Minister of Sports. The manner he accepted the post and how he was sworn in is shown in the video.

After the Ministers were sworn in Mangala and SB had got set again

During the time of the Chandrika Bandaranaike Kumaratunga government Mangala Samaweera and S.B.Dissanayake were very close to each other supporting the former president Chandrika Bandaranaike Kumaratunga.

After President Chandrika Bandaranaike Kumaratunge's regime was over their association was not that close.However with the formation of the national government the duo Mangala and SB have once again got close to each other which is shown in this photograph.This is none other than renewing their former attachment. 
Since the initial friendship they had clashed in various ways had gone in opposite directions and once more in the 100 day programme of the former government had worked together.

SB Dissanayake was sworn in as the social empowerment and welfare minister while Mangala Samaraweera was sworn in as the minister of foreign Affairs.The two sitting together are shown in the photographs.

In the 100 days restricted government except for a few in the national UNP government the portfolios of several Ministers were changed. They are appended below with their names and the respective ministerial portfolios entrusted to them.

Though the UPFA members of parliament of former President Mahinda Rajapaksa's faction have decided
to occupy seats in the Opposition in parliament they have still not informed parliament that they are to conduct themselves as an independent group. As a consequence the exact number of members who would be in the Opposition in parliament has not been properly estimated so far. Parliamentary sources say that a problem of allotting them seats under these conditions has now cropped up. It is only 6 MPs of the JVP and the 16 from the Tamil Alliance who have been identified correctly as the Opposition so far. Because of this reason of not expressing that they are independent the proposal brought forward by MP Mr. Welgama which was signed by a group to appoint him as the Opposition Leader too had been rejected by the Speaker and it was because it was for the reason that he is still a shareholder of the SLFP, so to say.

It is a problem as to how Mahinda and his group would be engaging in discussions with the Opposition Leader of the Tamil Alliance Sambandan in future and how they would transact the truth. The Jathika Nidahas Peramuna who entertain a totally contradictory view would have to give ear to and conform to demands of the Opposition Leader.

Whatever it is, after the Cabinet take their oaths tomorrow (4), political sources say that it would be possible to differentiate between the government and the Opposition separately.

Wimal yells out in parliament ....

The Speaker announced that Mr. R. Sambandan has been appointed as the Opposition Leader of
parliament when the parliament assembled this morning.

The Speaker announced that there was a proposal in this respect only from one person and since no person has been suggested either by the United People's Alliance or the JVP or from any other Party, he would unanimously be appointed. After it was announced that the Tamil Alliance who were able to secure the biggest number of Seats of the Opposition and R. Sambandan to whom the post of Opposition Leader was bestowed MP Wimal Weeravansha got into a violent rage and what he said by expressing his ideas was that a letter with signatures of 56 MPs requesting that Mr. Kumara Welgama be appointed as the Opposition Leader has been forwarded to the President Maithripala Sirisena. What the Speaker said in response was that no such letter has been forwarded to him.

Wimal then once again shouted out and said, "this government cannot be allowed to carry on by appointing an Opposition Party as and how the government wants and thus move towards a dictatorship. Don't even permit MPs to speak .... MPs can't go out .... this is a strange situation no ...".

What Prime Minister Ranil Wickremasingha said was that the said letter has been handed over to the Chairman of the Party and not to the Speaker and that there was no point in talking about a letter. He also reminded that the President could have been inquired from yesterday at Polonnaruwa as to whether that letter has been handed over or not. He also pointed out that he does not like the parliament proceeding in this manner as on the previous occasion and that everyone should work together in co-operation.

Though Wimal lost his temper for the reason of dealing with the Tamil Alliance who profess a national opinion entirely contrary in the face of Wimal's Jathika Nidahas Peramuna, nobody else spoke against the decision of the Speaker on this occasion.

Uttering remarks of an outrageous nature by Gammanpila on the very first day the parliament
convened and the situation being repeated in the case of Wimal Weeravansha on the second day of parliamentary proceedings were incidents that came into focus.

The Prime Minister who possesses stronger powers in parliament this time than previously and as a matured person too looked down upon the comportment of others and Premier Mr. Ranil Wickremasingha these days is in a distressed state of mind in this connection.

When the Prime Minister was responding to Wimal's speech which invited a challenge on the decision of the Speaker on the appointment of the Opposition Leader today, shouts from various newcomers emerged and Prime Minister Ranil was observed dealing in these circumstances in somewhat of a harsh manner.

Marvan Atapattu relinquishes duty as cricket coach, on his own

Marvan Atapattu the leading coach of the Sri Lanka Cricket Team has resigned from his position. The Sri Lanka Cricket
Board has confirmed as having accepted his resignation.

The sudden reason for the resignation of Marvan who undertook duties for the post of Coach of the Sri Lanka Cricket team last April in the year 2014 has not been stated by Marvan or the Sri Lanka Cricket Board either. Whatever it is, according to what cricinfo Website has reported, it is suspected that the continuous defeat of the team may have influenced his resignation. In fact during the period Marvan was engaged as the chief coach of the Sri Lanka Cricket Team the team had been able to win only one tournament and that was the one-day game against England in Sri Lankan soil towards the end of the year 2014. Four defeats out of 6 games have been recorded in Test match tournaments played here in Sri Lanka during the team was under his coaching.

The next cricket tournament the Sri Lanka Team is scheduled to participate in with is the West Indies in the middle of the month of October and it was understood that the Sri Lanka Cricket sub-committee would not make use of a chief coach in the sudden absence of Marvan and that Jerome Jayaratna would be in charge temporarily.
