Budget Speech 2017 - Updates

5.00 p.m. -- Budget Speech concludes.

5.04 p.m. -- Cess Taxes will be removed from 100 items. 

5.03 p.m. -- Levies charged on withdrawing money from automatic teller machines would be increased upto Rs. 10.
                   New tax for carbons.

5.02 p.m. Taxes on electric motor vehicles will be
reduced. Tax concessions for imports of second-hand vehicles.

5.00 p.m. -- 100 retail outlets of Sathosa will be established. Rs. 500 million is expended for this purpose.
                    Development of Matara sea coast.
                    Rs. 3000 million will be allocated for small tanks. 

4.56 p.m. -- Price reduction: 1 Kg. of Green gram by Rs. 15, 1 Kg. of dhal by Rs. 10, 1 Kg. of potatoes by Rs. 5, 1 Kg. of sprats by Rs. 5, 1 Kg. of white sugar by Rs. 5, 1 litre of kerosene oil by Rs. 2, domestic gas cylinder by Rs. 25 and the price of drugs has already been brought down 40 per cent. No VAT will be levied on the aforementioned items. 
                   Maximum price: 400 gr. local milk powder at the maximum price of Rs. 250 and the maximum price of canned fish 425 gr. will be Rs. 125.

4.53 p.m. -- Rs. 50 will be reduced from charges levied after p.00 p.m. on Expressway.

4.51 p.m. -- Loans of Rs. 1500 million for solar power projects. Rs. 100 million for a country free from harmful food items.

4.47 p.m. -- All procedures will be adopted to safeguard the legal framework of the country. Rs. 710 million for its reformation. 

4.43 p.m. -- Rs. 1500 million to provide facilities of 1000 service shelters for obtaining services of Grama Sevakas and Government Officers from a single place. 

4.41 p.m. -- A concessionary loan facility of Rs. 150000 of 50% for the media to obtain equipment. Loan facilities of 3 and a half lakhs for provincial media personnel to obtain equipment.

4.39 p.m. -- Rs. 25 million for Pundit Amaradeva Cultural Institute. Rs. 50 million will be allocated to establish a conservation unit at the Film Corporation.

4.38 p.m. -- Rs. 150 million will be allocated for development of piriven facilities. A monthly allowance of Rs. 2500 for students of pirivena education. Rs. 250 million will be set aside for the international Wesak celebrations.

4.35 p.m. -- Ceylon Tobacco would be advised to contribute Rs. 4000 million for the President's Fund on behalf of the Anti-smoking project. Rs. 4000 million will be allocated for the Jathika Yovun Senankaya. Rs. 1.5 million free of interest will be given to graduates to commence a business. For this purpose a sum of Rs. 150 million will be set aside.

4.33 p.m. -- Rs. 1000 will be set aside for pensioners. Steps will be taken to monitor Employees Provident Fund and Employer's Trust Fund. 

4.32 p.m. -- Rs. 3500 to pay the war heros' allowance. Income of Samurdhi beneficiaries                    will be increased. Accordingly the Samurdhi would be named as Jana Isuru. 

4.27 p.m. -- A loan facility of 40% for foreigners purchasing apartments. Steps will be taken to grant ownership to those living in government houses and it would commence from the month of January. 2000 million has been allocated. Housing units of Rs. 5 million for middle-income earners and housing units of Rs. 1 million for low-income earners. Housing loans of 7%to be given jointly by the National Savings Bank and Housing Bank. 500000 houses for low-income and those of the middle-income earners amounting to Rs. 37000 crores. 

4.22 p.m. -- Licences will be issued to establish 200 money exchanging outlets.                           An institution for management of financial assets and an authority to safeguard financial customers will be installed. Ways and means to provide electricity to the public would be consolidated. 300 million will be set aside for drinking water-projects.    

4.16 p.m. -- Rs. 50 million will be allocated for a new internal airways service. A 50% concessionary loan facility would be afforded. Rs. 150 million will be allocated at a loan concessionary interest rate of 75%. 

4.12 p.m. --  Work on the Central and Ruwanpura Expressway will start in a few months. It will be proposed to extend the Southern Expressway upto Badulla. 

4.10 p.m. -- The existing 25% Cess taxes in the construction field will be eliminated and 1306 million will be allocated for the purpose of expanding Science and Technology. It is hoped to turn Sri Lanka into a centre of maritime hub in Asia. 

4.08 p.m. -- A minimum rate charged for rooms would be enforced for tourist hotels. Old ones will be modernized and while contributing for services such as Agoda a new modernisation scheme such as allocation for internet would be encouraged. 

4.02 p.m. -- It is hoped to make Sri Lanka a hub point in Asia. Rs. 100 million will be set aside to restructure government projects. Steps to launch 15 export factories. An international trade exhibition would be effected in Colombo next year. 50 million has been set apart for it. 

3.55 p.m. -- Rs. 100 million to promote the name of Sri Lanka. 7500 million for Megapolis.

3.50 p.m. -- Will encourage foreign investments for Sri Lankan garment industry. A 75% tax free opportunity for High Tec  machinery businesses. A special encouragement plan for investments over $ 500 million. A tax free period of 3 - 5 years for foreign investments with over 250 employee-force.

3.44 p.m. -- Imports of salt is in a pathetic situation and therefore to minimise salt imports, it will be left open for the private sector. 

3.42 p.m. -- Local artistes are suffering financially. Dues owed to them by Laksala should be settled and finished within one month. We hope to give a new lease of life to the textile and handloom industry. Accordingly steps will be taken to provide infra-structure and training for the Industrial Development Board. Rs. 500 million will be allocated for this purpose. A committee equipped with all powers to counteract to solve issues relating to Clay resourcing      will be established.

3.40 p.m. -- Rs. 500 million for a loan scheme for small-scale and medium-scale            businesses. Action will be taken to extend limitations of Loan Information office by Rs. 5 lakhs. Lands not utilised will be made available on a long-term basis in rent.                          

3.38 p.m. -- Rs. 50 million to launch a national business foundation.

3.36 p.m. -- An accordance to run private buses till 11.00 in the night. Also a request to keep private markets open till 11 in the night. 

3.34 p.m. -- It would be made compulsory for every business be registered.

3.30 p.m. -- Those who run unregistered pharmacies will be arrested and a fine of Rs. 1 lakh would be imposed.Rs. 1000 million for facilities of children's hospitals in Karapitiya, Amparai and Jaffna in addition to the two children's hospitals. 

3.28 p.m. -- Rs. 25000 for the development of infra-structure with Rs. 100 million to the National Science Foundation. 300 million to plan standards relevant for vocational education. 200 million to develop the Nursing Training School. 

3.25 p.m. -- A loan of Rs. 8 lakhs will be made available to each student covering 15000 students following a degree course in private universities. Development of higher education facilities for young males and females is not something that the State alone could handle. The private sector too should come forward for it. 

3.22 p.m. -- Rs. 100 million would be set apart for sports activities of university students. Visa facilities for overseas students who come to Sri Lanka for educational reasons. 500 visas will be issued to 500 foreign students to pursue education in Sri Lanka. Invitations would be extended to examine possibilities of start community schools. 300 million as a loan at the rate of Rs. 8 lakhs to 15000 students to pursue higher education for those who have been deprived of university entrance.  

3.20 p.m. -- The university time-period will be extended till 8 in the night and two groups would be combined and the number of those being admitted to the university will be increased hundred to hundred per cent. Through this, in the year 2020, 50000 would get the opportunity of gaining admission to universities. Rs. 100 million will be allocated for sports activities of university students. Rs. 500 million will be set aside for studies in internationally recognised universities. Rs. 13000 will be set apart to introduce subjects of Statistics and International Technology and to launch educational degree courses at SJP, Kelaniya, Jaffna and Peradeniya. A new building of 10 floors would be erected at the medical faculty of Karapitiya. Students enrolled at the medical faculty of medicine for the Ruhuna University would be increased from 160 to 300. 
                      Development will not be stopped by just listening to those who hold posters and shout out for political necessities. Facilities will be open for those who come to the country to gain admittance to private universities and a separate institution would be installed for the purpose of inspecting their quality. 

3.10 p.m. -- An insurance cover of 2 lakhs would be provided for every child of the ages of 5 - 19. Rs. 2700 million is allocated for it. Attention would be focused on the development of facilities of children with special learning needs. For this purpose the sum will be Rs. 175 million. All Savings and Commercial banks have consented to open up accounts for school children from January 8th 2017. 

3.05 p.m. -- Provisions of 90000 million will be allocated for education. We are dedicated ourselves to set apart 6 per cent. New subjects will be introduced for the advanced level and ordinary level (such as Digital Communication, Logistic Management).  A sum of Rs. 5000 million will be set apart to supply tab computers to 28000 advanced level teachers and to 175000 advanced level school children. Telephone companies are welcome to provide wi-fi and internet facilities on gratis for this purpose.      
                   Rs. 5000 will be allocated for development of infra-structure facilities in schools. Though there is no intention to bring private and international schools under control, they would be called upon to register with the government and would be subjected to educational regulations. Semi-government schools could look forward to scholarship facilities. 

3.00 p.m. -- If a kilo of chicken cannot be marketed for the price of Rs. 420, it will be imported. The Cess tax on maize will be removed. 300 million for installing consolidated 100 fresh water   villages. 

2.56 p.m. -- Steps to establish local dairy development zones. Rs. 200 million for promotion of local milk production. 15000 high quality milk producing cattle would be imported. Steps to produce requirements of sugar locally. A loan interest subsidy of 50% to enhance floriculture. 

2.46 p.m. -- Rs. 900 million to build up the rubber industry. To promote the tea                       steps will be taken for production of value added tea. A new research centre for coconut and Rs. 75 million will be set aside for the Coconut Research Institute. 20000 State-owned acres would be released for cultivation of five main vegetables.  

2.36 p.m. -- Lands not used for economic purposes would be handed over for Agricultural purposes. Forming co-operatives will be started. Agriculture should be brought from the level of supplying to the commercial level. Interest subsidies would be made available to middle-scale rice producers. 400 million will be granted for this purpose. Taxes will be withdrawn. An Agri-research centre will be opened at Wayamba University. 

2.20 p.m. -- The Prime Minister is in the process of explaining the theme of the budget: 'A speedy economic development bringing returns for all'.

2.06 p.m. --  The introduction is in progress. 

2.03 p.m. -- The Minister of Finance who enters the House to present the budget speech, begins his speech.

It is reported that 06 including 05 Indian nationals who were detained on orders of the judiciary at the Mirihana detention centre who had escaped and fled have been arrested.These Kidney racketeers have been arrested at Pesale and Talaimannar areas

According to police reports the suspects were attempting to flee to India from the sea.It has been
revealed by the police that 04 Indian nationals who were detained under court orders had been captured from the Pesalai area while another from the Talaimanner area.

It is also reported that a Sri Lankan who had assisted these suspects to flee from the country too has been arrested.

The suspects are to be produced today before the Mannar magistrates courts

Private buses to strike for the Rs 2500/- fine

The minimum fine for offences of drivers has been raised by the Budget 2017 to Rs 2500/-

Against this increase the Private Bus owners Association has decided to  launch a days strike island wide in protest of this increase.This has been revealed by the President of the private bus owners
association Gemunu Wijeratne.

For this proposed strike all members of associations of private bus owners as well as owners of  lorries and containers are also to join in the strike..

The date of this all island strike would be notified on the 14th Monday it is learnt. Gemunu Wijeratne had said that this increase would  make a huge impact on the private bus industry and hence this decision had been taken.Adding further he had said that they slam and condemn the decision of the government.

Donald Trump who claimed victory at the American President Elections on November 8th is expected to take oaths as the new President in the third week of January according to American tradition. As such, it would be Obama who would be continuing his office holding the portfolio as the incumbent President for a further 2 months or so.

As there would be a transference of power from
the Democratic Party to the Republican Party, there are many matters that needs to be discussed in relation to positions of responsibility in the country and about future plans between the former and new Presidents. It was on the invitation of Obama that the future President Trump visited the White House yesterday to discuss these matters. Motor vehicles carrying Trump's wife and Trump's son-in-law proceeded across exceedingly tight security zones at about 10.30 a.m. American time and though the customary welcome was afforded them by the staff concerned, the media was prohibited from taking any photographs.

Subsequently Trump was escorted to the 10 minute consultation arranged between the two of them at the Oval office in the White House and Melania was directed to the sofa where Mitchel Obama was. During the election period Trump had made speeches against Trump and had thus proceeded to make grave criticisms against him. After uttering such remarks in the end he had mentioned that what he had built up for 8 years during his tenure would be destroyed with the advent of Trump. Though he made such outrageous remarks, Obama had to bend down his head to the favour of the public and transfer his powers to Trump.

Yesterday at the Obama - Trump encounter, old issues were forgotten and both shook hands with each other and greeted each other. Though the meeting was scheduled for just 10 minutes it had extended for a period spanning 90 minutes, it was said. It was a private meeting which was not exposed to the media. After the meeting and while going out Trump who made a statement to the media what he said was that Obama spoke very cordially and that important ideas were exchanged on the occasion. Whatever it is, certain American websites criticised the manner in which Trump comported himself at the confrontation. It has been reported that the way Trump had placed his hands was not disciplinary and that there is something strange about the manner in which the future President comports himself.

In the meantime the meeting between Melania and Mitchel had been on a warm note, it was understood. She had engaged in conversation pointing at places where she had made certain changes in the White House. It was learned that Mitchel's objective was to explain concerning locations about the position of the White House and places reserved where the children are to play about and the like.

The third person who joined in this journey with Trump and his wife was Trump's son-in-law Jared Krushner who happens to be the husband of Ivanka, a daughter from the first marriage. During the meeting he had been moving around all over White House and having a cordial chit-chat with heads of various offices there. What American media say is that once Trump assumes the position of President, Jared is expected to be appointed as the Administrative Officer of the White House. After confronting all people, when leaving White House Trump had wished Obama well across a Twitter message. This is what he said:

The proposal to distribute free Tab computers to school children and teachers through budget proposals, which suggestion was presented by the Finance Minister yesterday was an attractive proposal no doubt. Whatever it is, what was proposed by it was that 175,000 students entering advanced level classes in the year 2017 would be given Tab computers. As reported in statistics of the Education Ministry usually, about two and a half lakhs students register for the advanced level annually. As such a problem of meeting demands of providing Tab computers to approximately 75000 students would create a problem. According to the 2015 statistics of the Ministry of Education, the total number of advanced level students of 12th and 13th year total upto 494597. As such, in the 12th year alone there are students close upon two and a half lakhs.
Ministry usually, about two and a half lakhs students register for the advanced level annually. As such a problem of meeting demands of providing Tab computers to approximately 75000 students would create a problem. According to the 2015 statistics of the Ministry of Education, the total number of advanced level students of 12th and 13th year total upto 494597. As such, in the 12th year alone there are students close upon two and a half lakhs.

This is how the Minister had made the statement relating to the presenting of Tabs. "Hon. Speaker ... it is imperative that it is necessary to provide an environment for our student community where knowledge is given to them in an easy manner. They should be provided classrooms of a high quality and Rs. 6,500 million has been already allocated for this purpose. In order to further making this programme a success, we are taking steps to give 175,000 students entering the advanced level class in 2017 and 28,000 advanced level teachers Tab computers free of charge. I propose that a sum of allocating Rs. 5,000 million for this project. I invite that telephone facilities be supplied by giving wi-fi support in this connection".

Talk of super-moon dawning this Poya ... after 68 years

Unlike on other full moon days, the full moon anticipated this coming Monday, there is an opportunity for people on earth to see the moon in a large perspective after a period of 68 long years, it is reported. The NASA Institute of America as well as the Planetarium have made a scientific explanation in this connection.

In this case the moon would be seen 14% bigger
than previously and is known as the Super Moon. The speciality this day is that the distance spanning the earth and the moon would be decreasing on this day. As a result the moon could be seen with a 30% brighter outlook than on other days. Prior to this a similar instance of this nature was observed in the year 1948 and in future a Super Moon of this type could be observed by inhabitants on earth on November 25th 2034 once again.

The moon would be travelling in the shape of an ellipse and at a moment when it moves on its track closer to earth and if it happens to be a full-moon Poya Day, then the moon is seen in a large perspective as stated, it is said. At such a moment, the sun, the earth and the moon ... all three heavenly bodies would be placed on one single line. The normal distance between the earth and the moon is 384,400 kms. But on November 14, 2016 when a Super Moon is to be noticed, the distance is approximately 356,400 kms. At a future date such as November 25, 2034 it would be observed at a proximity of 356,500 kms. and on December 6, 2052 at a proximity of 356,425 kms. As there is an influence of the moon in the case of tidal waves, on this particular day when the moon is close to the earth, there could be an increase of tidal waves, it has been scientifically explained.

If one was to look at the skies on Poya Day at about 7.30 in the night, it would be possible to witness with the naked eye the brilliance and the expansion of the size  of the moon. The explanation given by the NASA Institute in this respect across the video, from below

The President's council Sarath Jayamaane received the letter of appointment as the new CGeneral of the bribery and corruption unit in the morning of the 10th instant from the President Maithripala Sirisena.

President's council Sarath Jayamanne has around 25 years experience in the Attorney General's
department and has held the position as additional Solicitor General prior to this new appointment.

He has a diploma in forensic medicine from the Sri Jayawardenapura university and has a post graduate diploma from the Oxford university .He has qualified in practical law and has been chiefly instrumental in introducing the telephone DNA detection method to the country.

Former Member of Parliament Duminda Silva was sentenced to death after been found guilty of the murder of Bharatha Lakshman Premachandra.He had served in the prison for a few days when he had acquired yellow fever and on the advise of the prison doctors was admitted to the prison hospital for weeks by citing various medical reports.

During the past week it was reported that owing to a neurological problem he was to be sent to the Sri
Jayawardenapura hospital for investigations as his records after his brain injury is at that hospital.

Then the story was published that he had been taken to the Sri Jayawardenapura hospital and was brought back as the related consultant physician was not present.

In the meantime the Commissioner General of Prisons Nishan Danasinghe had stated that although prisoners are taken from the prison hospital to the Colombo National hospital but not to the Sri Jayewardenapura hospital.In this regard a report on the taking of Duminda Silva to Sri Jayewardenapura hospital has been called.

However in certain wed sites it has been published that once again Duminda Silva is to be taken to Singapore for treatment.It is also reported that a district judge had gone to the prison to see Duminda Silva.This has been published as a news item in the Lankadeepa newspaper.The records at the Welikada prison indicates that a district judge had visited to see Duminda Silva.

This had been said explaining that the change would not take place was added by Minister of welfare and welfare empowerment SB Dissanayake
today.

SB Dissanayake had however said that for the programme in 2017 for poverty alleviation under the divinguma would be named as 'Janaisura'.

In Christchurch area in New Zealand an earthquake 7.3 in Richter magnitude scale had been recorded today.The civil defense department in New Zealand had announced a warning signal for a tsunami situation for the coastal regions.

It had been advised for those living in coastal region to move to safer places.

They had said that the first tsunami wave would not be that huge but in the next few hours there is
possibilities of satsuma threat for the next few hours.It is reported that about 2000 people living in Amberelai town and those 10000 persons living 46 kilometers away Kayapoi town and 70 kilometers away  are the places predicted to be affected.The earthquake has taken place about 5 Kilometers below the sea it is reported..

Christchurch is a tourist destination in New Zealand.In the earthquake of 6.3 Richter magnitude scale that occurred in September 2011.This earthquake of 7.3 Richter magnitude scale is the biggest earthquake to have struck the country according to media reports.

Donald Trump who assumed the position of President became the cynosure of all eyes during a serious statement he made when his election campaign was in progress recently and became the talk of the town. What he had said was that if ever he comes into power he would not leave room for Muslim nationals to enter America. As it is Muslim extremists who take priority in terrorist threats that exist in America at present, enforcement of such taboos could contribute in diminishing fears of Americans and this in turn paved the way for Trump securing votes of white-skinned voters on a big scale.  As Trump who came into power because of
this pledge resulting in the possibility that Muslims would be a prey to harassment, campaigns of protests too were observed in the States during last week. The issue that lurks in the minds of most people is whether he would carry out his words to the letter in that respect.

This aforementioned statement made by Trump on December 7th, 2015 had disappeared from Trump's election website all of a sudden after his victory, it was reported. What some people said about it was that the statement was just an election tactic and therefore it had vanished that way. However that 'disappearance' was to be only for a few hours. Once again last Thursday the said Page again came into view and it has still not been deleted. Therefore, this problem of America regarding the Muslim community has become an incident of discussion in international circles. What impartial critics say is that though Trump may enforce new regulations in relation to the Muslims, thus sticking to his election promises, such rules would not be those of such a serious nature and that they will only be temporary. Published below is the statement Trump made during the course of the election period in 2015:

"Until administration authorities are in a position to fully comprehend what is taking place in the country, I call upon that Muslim nationals gaining access to the United States be fully and totally be banned. According to PEW social research reports, the Americans possess a tremendous hatred towards a large section of the Muslim sections. According to polling data, 51% of Americans entertain a belief that Muslims are carrying out antagonistic activities against those who profess religions other than their own while 25% of Americans say that accepting Muslims as a section of  Global Jihad is justified. Even if one considers it beyond polling data, it is quite clear to everyone that it is something that eclipses hatred and understanding. We should arrive at a decision about it. What we want is to prevent harm aimed at human lives by frightening attacks by the public who pin faith only on the dreadful Jihad. If I were to be victorious at the elections as President, I would take steps to completely and totally close doors for entry of Muslims into the United States and remove that fear. It is reported that a new electronic system has been fixed at the parliamentary complex to enable the Ministers and Members of parliament to vote by pressing a button during internal elections.

Hence for any election the voting could be even obtained confidentially or otherwise.This facility has
been launched in the system that has been introduced.

In this regard the voting via the chit system is to be eliminated shortly.Into the new system all fingerprints need to be fed in.This exercise has already begun from last week.Internal information reveals that in the coming days to complete this exercise.

Last week a peculiar case had been heard at the Nugegoda Magistrates courts involving Sanath Lenora an author as plaintiff who had been subjected to assault by a conductor of a private bus.

The other day this author who had traveled in a bus from Nugegoda to Maharagama in search of type setting personnel for a new book to be published.Near the Delkande junction he wanted
to get off and pressed the bell.The driver instead of stopping had gone further.

At that moment he has had a heated argument with the conductor.When he tried to stress on the injustice caused to him the conductor had not taken any regard in this connection but had scolded the author.The conductor had assaulted the author and pushed him out of the bus causing the loss of two teeth of his.

The author who was bleeding had obtained treatment from a surgery in the vicinity had complained to the police along with the number of the bus.

The police who had immediately taken action and arrested the conductor of the bus a resident of Medirigiriya.Sudath Roshan and produced before the Nugegoda Magistrate courts.

 When the case was examined by additional magistrate Anushka Seneviratne had ordered the conductor to be remanded  for a period of one week.

In the first ODI triangular series involving  the hosts Zimbabwe, West Indies and Sri Lanka was between Zimbabwe  and SrI Lanka was played today. Sri Lanka were able to clinch a 8 wicket easy victory with over 25 overs to spare.

The  script of stage play produced by legendary dramatist late Henry Jayasena has been translated into Tamil and the play has been produced as a Tamil  stage play.It has been named as "Wenkatti Vattam".It is to be staged on the 15th November in the vicinity of the Colombo university auditorium
at the Janakalaiya mobile stage.

The Tamil translation has been made by Dr Kulandai Shanmugalingam.The Tamil version of Hunuwataye Kathawa istage play s directed by Parakrama Niriella and K Rathinadaran.

This stage play will be close to the hearts of the Tamil people in the north.The sript has been translated to Tamil and is to be staged to enhance the peace and unity between the people of north and south.This is the intention of the producers of this play in Tamil is is learnt.

The private bus operators union had decided against the minimum penalty if Rs 2500./- that was imposed by the budget 2017 proposal and opted to strike from midnight today against this amended penalty.

The President of the Lanka private bus owners association Gemunu Wijeratne had decided to call off this island wide strike after he has had discussions with the Minister of Finance Ravi Karunanayake today at 5 pm..

producer..He is the father of Visharada Charitha Priyadarshini Peiris.

The programme "Adunika Peya" is a programme presented by Aiyadasa Pieris which gave the opportunity  for amateurs to come to fame.It is said that through this programme that Edward Jayakody had joined the family after the friendship having gone beyond.

Ariyadasa Pieris had presented very popular programmes like "Tharu Thanuma","Pena Podi ", "Owe ne Be" ."Puluwannam dinaganna" ,"Ambiga geethayen Geethaya". He had acted in the film Kurulu Bedda and had directed the film  "Sobana Sitha" produced by MH Mohamed.
